[BVARC] What is the election proxy process?

Unfortunately I am going to have to be in Alabama the Nov meeting week to see my 88 father in the rehab unit after a medical incident last week.  I need to send a written paper proxy to someone I think.  Is that right?  I put it out on this chain in case others needed to know as well.
