[BVARC] FT8 on CW reserved frequencies

Can someone educate me on what a CW reserved/exclusive frequency is on 40
meters? I thought part 97 said you could CW anywhere on 40m but were
limited on rtty/data to 7.000-7.125. What am I missing?
